Chapter 01 · The short version

The answer in 60 seconds

Finn, Starvard professor and guide

Finn’s top line

  • Most powerful of all: Claude. If you can get access and pay its $20, nothing in this report out powers it. Getting it is the problem, and that problem is what this report is for.
  • Start free: Grok Bot, $0. Our recommended start. Real time X search, voice and image generation, no card. The honest catch is the $30 full tier, detailed below.
  • First paid upgrade: Gemini AI Plus, $4.99. The cheapest real upgrade anywhere, in 230+ countries, billed through the Play Store.
  • Best $20 agent: ChatGPT Plus. Agent Mode, Deep Research and Codex, with local payment rails in market after market.
  • Best free stack: DeepSeek + Qwen + Meta AI. Thinking, images and everyday answers for $0 total, no card for any of it.

Thirteen assistants compared below, with prices, country notes and sources. Rechecked every couple of days.

Chapter 02 · The question everyone asks us

Why Grok Bot is the recommended start

Plenty of readers arrive expecting Claude at number 1, and on raw power they are right: Claude is the most powerful assistant in this report. The trouble is getting it: a $20 floor, card rules that reject whole countries, and no local payment rails. This is a budget guide, and its first question is not which assistant is best at $20 or $30. It is which assistant a reader with nothing can start with today, for free, and not regret. Free Grok is genuinely excellent: real time search across X and the web, voice, image generation, inside an app millions already have. If X is where you work, Grok is the best free assistant in the world for news and what is happening right now, and nothing else is close.

Our verdict on Grok

The recommended start: the free tier wins

Why it leads: every other name in this top 5 asks for money before it gets really good. Grok starts free and starts strong, and its paid ladder now reportedly begins with an $8 X tier (spotted October 12, still rolling out), under the older $10 Lite and $30 SuperGrok lineup. For the readers this guide exists for, that free first step is worth more than any single feature.

The honest catches: the full Grok, flagship model, Grok Bot agent and video, costs $30 a month, which is 50 percent more than ChatGPT Plus, Claude Pro and Gemini AI Pro at $20, and six times Google AI Plus at $4.99. The agent itself is never free and is not in the cheap tiers, so check exactly what you are buying at checkout. We also found no local payment rails like UPI, Pix or GCash for Grok, and its availability has wobbled by country, with bans reported in Indonesia and Malaysia in 2026 and a Philippines ban only now being lifted after xAI pledged safeguards. Our paid upgrade crown stays with Gemini at $4.99. But the first chair in a budget guide belongs to the best free start, and that is Grok.

Chapter 03 · The ranking

The top 5 for a budget user outside the US

01

Grok (Grok Bot) ↗

Free tier is a gift: real time X and web search, voice and image generation at $0 to start, the strongest free start in this report, which is why it leads a budget guide. The Grok Bot agent and flagship model sit in the $30 SuperGrok tier, with a reported $8 X tier rolling out beneath it. Held back from a clean sweep by the $30 ceiling price, this month's pricing shuffle, country bans under appeal, and no local payment story we could find.

02

Google Gemini ↗

AI Plus at $4.99, AI Pro at $19.99. The best paid upgrade in this report: the moment money is spent, start here. Widest country footprint, easiest payment through Google, strong free pedigree, image and Veo video tools included. Warnings: the free tier was downgraded to Flash-Lite on Oct 9, 2026, and Pro models are reported to leave the Plus tier on Nov 13, 2026. Students: look for the free year of AI Pro, reported in 140+ markets.

03

ChatGPT ↗

Go at $8, Plus at $20. The best all rounder and the best agent per dollar. Go gives 10x the free limits with local prices and local payment (Rs 399 with UPI in India, PHP 300 with GCash in the Philippines, Pix in Brazil). Plus unlocks Agent Mode, Deep Research, Codex and video. Downsides: ads on Free and Go, and Go excludes the agent.

04

DeepSeek ↗, with Qwen ↗

$0. The best free chat, reasoning and code on earth right now, no card, no paywall on uploads. It cannot make images or video and has no agent, which is why Qwen rides with it: free image generation and deep research, also $0. Caveat: DeepSeek stores data in China.

05

Mistral Le Chat ↗

Pro at $14.99, students $5.99. Undercuts every $20 Western rival, free tier includes web search and image generation with no card, and it is the natural European pick on privacy and EU data residency. Smaller ecosystem, agents still maturing.

Deliberately outside the top 5: Claude, arguably the best writer and coder here, has no tier under $20, the fussiest international card checks of any big app, and no image generation. It is our first pick at $20 for writing and code specifically. Perplexity (Pro $20, Education $10) wins if cited research is your whole job.

$0

the cost to start with Grok Bot, our recommended start: a strong free tier with real time X search, voice and image generation, no card required. When you outgrow free, the cheapest paid upgrade on Earth is Google AI Plus at $4.99.

The best AI in the world is worth exactly nothing in a country it refuses to sell to.

Chapter 05 · Spend it well

If you have $0, $10 or $20

$0: build a stack, not a favorite

Grok free for news and what is happening right now, our recommended start. DeepSeek for thinking and code. Qwen for images, research and documents. Meta AI in WhatsApp for daily questions. Gemini free for Google linked questions, Le Chat free for a European model with search. Technical? Add OpenRouter free models. Expect caps and no true task running agent, but this stack earns money for people every day.

About $10: one ecosystem

ChatGPT Go at $8 is the best designed budget tier, with local prices and payment in India, the Philippines, Brazil and Indonesia. On Android, Google AI Plus at $4.99 adds 400 GB of storage and image and video credits. Students: Perplexity Education at $10 or Mistral at $5.99. Technical users: the one time $10 OpenRouter top up may beat every subscription on this page.

$20: where agents start

ChatGPT Plus is the default: Agent Mode, Deep Research, Codex, images, video, no ads. Choose Gemini AI Pro instead if you live in Google apps or need the storage and Veo. Choose Claude Pro instead if your work is writing, long documents and code, and your card matches your country. Do not spend $20 expecting full Grok: its full tier is $30.
